Decoupling Hy and Hyrule releases

Though it was never quite official policy, my tendency in the past has been to release versions of Hy and Hyrule on the same day (about twice yearly). An important reason was that Hy's breaking changes meant that you needed to be using the right version of Hyrule for your version of Hy in order for everything to work. Now that Hy is more stable, this is less of a concern. Hyrule simply requires hy >= 1 at the moment. So releases for the two packages may no longer be aligned, and you should be able to mix-and-match them more freely.
