feat: finalize workflow optimization with paths-ignore filters

- Add paths-ignore filters to lambda-tests.yml and tox-full-suite.yml
- Exclude .agent-os/** from triggering workflows
- Complete CI/CD optimization to prevent unnecessary runs on Agent OS changes
- Clean up temporary debugging files

Workflow optimization now fully implemented and working
