Error connection URL

When running fetch I am getting URL connection error. I am not sure what I am doing wrong. I also noticed that the hitran/hitemp website (https://hitran.org/) is not working for me. I tried using different connections (personal hotspot too) and I don't get a different result.

I am also having a connection error to https://hitran.org/ from HAPI. I am able to access the website using a browser, but hapi.py gives me :

URLError:

Exception: Cannot connect to http://hitran.org. Try again or edit GLOBAL_HOST variable.
