Ireland: structure is different with northern ireland, and missing Tipperary changes from 2014

@frankwda Could you please clarify what did you mean by "structure"? Do you have any relevant sources regarding the Tipperary changes from 2014?

yes Tipperary was split into North ('ie-ty') and South ('ie-7033') until 2014, now it is one area called Tipperary with the iso code 'ie-ta'
