Tanzania: missing Songwe region

Expected behaviour

The region Songwe is missing on the Tanzania map !
https://en.wikipedia.org/wiki/Songwe_Region
The region was created in 2016, which probably explains the lack of the region in Highmaps .
(issue has been initially reported and confirmed by Highsoft support)

Actual behaviour

Want to see the region Songwe on the map.

Make the current as historical (2015) because the region was created on 29 January 2016.
