Qwen working and approval states remain idle in a localized TUI

Is this a reproducible bug?

• I confirm this is a reproducible bug, not a feature request, idea, question, contribution proposal, or direction check.
• I reproduced this bug on the version and environment reported below using the exact steps provided.

Current behavior

With current Qwen Code main running in a Herdr pane, Herdr reports idle during both an active turn and an execution-approval prompt. During the active turn, pane get showed terminal_title_stripped: "◐︎ Fix login button on mobile" with agent_status: "idle". At the approval prompt it showed terminal_title_stripped: "✳︎ Fix login button on mobile" with agent_status: "idle". In both cases, agent explain --json returned matched_rule: null and state: "idle".

Expected behavior

The active turn should report working, and the execution-approval prompt should report blocked, regardless of Qwen Code's display language.

Reproduction

1. Build Herdr at 952729ee03e0939d7a9d893f87f24179cf0eb7cb and Qwen Code at 02f1e90a0afa0f163119ad64ad357a1db03ae58e (npm install creates dist/cli.js).
2. Start the Herdr server, create a workspace, and note its root pane ID (shown below as w2:p1).
3. Run herdr pane run w2:p1 env HERDR_AGENT=qwen node /path/to/qwen-code/dist/cli.js --approval-mode default.
4. Run herdr pane run w2:p1 '!sleep 15', then immediately run herdr pane get w2:p1 and herdr agent explain w2:p1 --json.
5. After the turn settles, run herdr pane run w2:p1 '请调用 run_shell_command 执行 touch /tmp/herdr-clean-blocked-evidence，请勿使用其他工具。'. At the approval prompt, run the same pane get and agent explain commands. Do not approve the command.

Impact

Herdr's pane status, workspace rollup, waits, and notifications can treat a busy or blocked Qwen session as idle, so delegated work may appear complete while it is still running or waiting for input.

Thanks again for the exact localized captures, @yiliang114. I opened #2818 with Qwen’s locale-independent title signals plus localized screen fallbacks. Could you review it and, if practical, verify the working and blocked states in your setup?
