Missing api for easy debugging using AI

Hi,
it took some time(and tokens) to get the current rules, topic state and console log to use claude to debug my issue here #894.
Maybe a good idea to have a easy accessable ReST API for topics, rules and console log to make use of AI agents when debugging easier.
