Unable to load TZDB time-zone rules

Hi, I don't know if I can report this error here or if you can tell me where. I noticed that they made a change in https://www.iana.org/time-zones/repository/tzdata-latest.tar.gz, I downgraded to the February version, I'm using this image adoptopenjdk/openjdk14:alpine-jre
