Versioning

Open design space here. We need this before we can ship code that doesn't break the Groundwire network.

This actually isn't too hard: have multiple sotx sets and an %upgrade attestation to declare which sotx set you're using, and handle edge cases around state when they come. Versioning the tweak is also trivial, just start the tweak with a version byte.

This isn't a priority until after alpha.
