HTML TOC reversed when using --nosort

Since 9a4eadf, TOC in HTML output appears in the opposite order to that intended, when using --nosort

Happening for me too. Even when I'm not using nosort, header types of equal priority are also inverted by letter and number.

I am also seeing this behaviour and am not using nosort.
