EC2 launch template still doesn't support tags

Version 0.43 still doesn't support tags for ec2 launch template, although it's written down in the release notes.
I've tested it with the cloud-nuke-excluded tag.

in addition, the README is not updated with the tag support. Haven't changed it as it seems to be broken.

Hi @ErezWeiss, I'll create a new release that potentially has the fix for this. Also PR to update the doc as well here. #945
