Description

The branches list page should only list the pull requests on this repository and it's base repository but not head repository?

I found Github also allow creating pull request from base repository to head repository even if you have write permission of base repository. Maybe this is not a bug.

Closed as it seems it's not a bug and there is no way currently to resolve it.
