Bundles CodeQL CLI v2.6.1

This release is identical to the codeql-bundle-20210907 release (which also bundled CLI version 2.6.1) but contains a fix to a database upgrade script for Go. This only affects users using the codeql database upgrade command with a CLI contained inside a bundle, which is not a typical use case. Most users can safely ignore this release.
