Windows 11 UI issue theme setting page

Issue description

A drop down on the theme settings page looks broken on Windows 11

Steps to reproduce

Open the theme setting page:

Did this work in previous version of GitExtensions?

Probably not, hard to tell because Win11 didn't exist.

Therefore, the theming group box must be hidden
Unfortunately, this is not an issue in itself right now

We've had similar reports in dotnet/winforms, and it looks like it may be a Windows issue, with a pending fix. FWIW.
