**Summary** This is a release that makes Budgie compatible with GNOME 49. Related to this, the `libpeas` dependency has been bumped to version 2. `libpeas` is a library to create and load plugins for an application. Budgie uses it for panel applets and Raven plugins. We had to do this because of changes upstream that drops support for Python plugins with `libpeas-1.0`. Check out the Budgie release notes [here](https://github.com/BuddiesOfBudgie/budgie-desktop/releases/tag/v10.9.3). Depends on #6334 **Test Plan** Reboot and log into Budgie Desktop. See that the panel starts with the normal applets. Install Python-based applets like `budgie-takeabreak-applet` or `budgie-restart-applet`, and add it to the panel. See that the applet is added to the panel, and that the panel does not crash. **Checklist** - [x] Package was built and tested against unstable - [x] This change could gainfully be listed in the weekly sync notes once merged <!-- Write an appropriate message in the Summary section, then add the "Topic: Sync Notes" label -->
