fix(ci): update Jev context limits and retries (#1329)

Updates the pinned PR risk Action to retain PR metadata while bounding
large code diffs, handle binary files as metadata, and retry transient
provider failures up to four times with 10/20/30-second waits.

The Action records omitted code and keeps the title, description, and
complete file inventory. This rolls out the merged context-budget and
retry fixes without changing workflow triggers or label publication.
