Support .NET 10

We should have a branch with .NET 10 from preview 6 at least onwards. We can test in CI and raise any issues with Microsoft.

It probably makes sense to split this work into multiple PRs. The first one we're likely to be able to get passing CI is RC1 (since there's a blocking in the Preview 7 release relating to MS Build support).
