docs(cli): drop hijacked consoledonottrack.com link (#1504)

The DO_NOT_TRACK docs on cli.sentry.dev linked to consoledonottrack.com,
which now serves unrelated Chihuahua content.

Remove the domain from the generated configuration docs source and
matching telemetry comments. `DO_NOT_TRACK=1` behavior is unchanged.
