Run tests in CI with the IronBank containers

Now that we have the porter-operator-manager and the porter-agent containers building in IronBank, we should add a github workflow that executes on the main branch when new changes are pushed. It should run our normal suite of tests, but with the operator and agent switched out to use the IronBank builds.
