Update infrastructure dependencies for v2026.2

• Node in prod
  • Look at release schedule and make sure we're using an active LTS major version.

• Redis
• pyxform-http Update pyxform image version to v4.5.0 #2020
• npm dependencies in test/ directory of central repo
