Working on the 4.8.0 release...

Update CHANGELOG
Cut a ~~rug~~ tag
Add tag release notes
Publish a blog post about the release (due to large Drush changes; see Upgrade Drupal VM to use Drush Launcher / drush role 3.0.0 version #1672).
