Determine if memory leak are occurring on subset of the API

After initial analysis of #1 there may be memory leaks for certain parts of the API. In particular, I want to ensure the subnet and reservation APIs are not leaking.

Significant work was done on this throughout Project 1. An additional audit can be done time permitting or if issues are found.
