Describe the bug
Anonymous users do see the visualizations activity and can scroll visualization types. However when attempting to create a visualization nothing happens.

Galaxy Version and/or server at which you observed the bug
Galaxy Version: 24.2

Expected behavior
We should either hide the visualizations activity for anon users or show an alert, prompting the user to login.
