Preview Components with Local Dev not working

Summary

Preview Components with Local Dev is not working when I setup a scratch org and configure it to listen to my local changes to reflect in the org.

Steps To Reproduce

• Checkout from https://github.com/cmatos23/ebikes-lwc/tree/local-dev-server-debug
• Follow README steps to setup scratch org with data
• Run sf lightning dev app -n EBikes -t desktop
• Navigate to Product Explorer
• Locally Change force-app/main/default/lwc/productTile.css line 18 to remove bold font-weight

Expected result

Changes locally should have reflected in org as described here https://developer.salesforce.com/docs/platform/lwc/guide/get-started-test-components.html#preview-a-lightning-app

Actual result

• No change in org
