Linked this requirement to the combined Community Events + Instance Controls/Safety design package in PR #44: https://github.com/fluxerapp/fluxer-meta/pull/44

That PR addresses #19 and #20 together, as requested by the bounty note. The #20-specific scope includes:

• calendars/events visible in admin surfaces;
• event records with creator, status, visibility, RSVP count, and cover-media scan state;
• event image upload records and audit trail;
• pending media hidden from public rendering;
• NSFW and CSAM scan states with manual-review and redacted blocked states;
• admin actions for event cancellation, media removal, and media review.

Validation listed in PR #44: xmllint --noout designs/community-events-safety/*.svg and git diff --check.

I've submitted a PR implementing Instance Controls and Safety: fluxerapp/fluxer#1133

This PR (along with #19) implements:

• Admin panel Events tab showing all guild scheduled events with status badges, RSVP counts, and cover image thumbnails
• Event cover images are processed through AvatarService NSFW/CSAM scanning before storage
• DB migration for guild_scheduled_events and guild_scheduled_event_users tables
• Full calendar view in the admin guild detail page

Submitted together with #19 as required.
