Installation failed for python >=3.8

Hi, thanks for your great work. The installation doesn't work for python versions after 3.8. This is due to the dependency on tensorflow-gpu<2, see the TensorFlow system requirements.

I am opening a PR to fix this.

As discussed on #5, thanks for your PR allowing to use CPU version of tensorflow<2.

Current version of TeachMyAgent only allows Python<=3.8 because most of our code relies on Tensorflow < 2.0. From what I recall, this is mainly due to our SAC implementation (which uses SpinningUp).

If you really want to use TF>=2, I guess you could try to update our PPO (or implement another RL student) with the tf2 branch of OpenAI Baselines. I haven't checked the branch so I don't know how much work this would need.
