Allow option to set legend breaks in KMZ output

A NWS user requested the ability to set the breaks used in color scale of the legend in the KMZ output. We'd have to decide how to enable this. A couple options:

1. set specific break points (e.g., 0, 4, 12, 20).
2. set a bin size (e.g., 5 mph) and span the output.

I second this request as an enhancement. This would help to directly compare parent (e.g. HRRR) and WindNinja model output at a location. Thank you for all you do, this is a great tool with great support.

I recently tried doing something like this, not for the kmz wind vector outputs, but for the kmz turbulence outputs. What we discovered was that it was doable, but in some sense didn't make sense as it pushed the user to run WindNinja multiple times for the same simulation data, varying the plot output options. It seemed to make more sense to have WindNinja do a single default style of plotting, outputting data in say a gtiff format, then have a separate script or application where you vary the plot options, plotting the same single output data in various ways.

In the process, also discovered that if we were to go down this path of varying the plotting methods within the WindNinja code, it might be good to find ways to unify our plotting methods a bit, with something like consistent color ramp classes. Might be good to do either way, but not till we better unify some of the output writer methods.
