Add option in Qt6 GUI similar to old "Show Available Data" option

Nothing is displayed for US SRTM (30) and the region shown as available for lcp files is incorrect (it shows all of N. America, parts of S. America and Greenland as being available).

Also, we prevent all datasets from being downloaded outside of their bounds except lcp files. You can attempt to download these anywhere and if data isn't available, WindNinja just says "An Error Occurred: Please Try Again."

We need masks for the individual data sets (Hawaii, PR, Alaska, US). I am sure those are available from landfire.

We no longer have this option in the current GUI. The Qt6 GUI could implement something mimicking this functionality. Repurposing this issue for that.
