General performance enhancements.

Lee doesn't have anything in particular in mind for this, just anything that might improve the performance.

In terms of parallelism:

No one usually uses OpenMP on the GISS side, just MPI.
Maximum of 88 MPI processes on the GISS side because parallelism is over latitude bands, of which there are 88.
OpenMP tends to be useful only up to 12 threads in GEOS-Chem.
Investigate GCHP.
