[FEATURE] Check for Tailscale Running On Focus and Systray

When tailscaled or tailscale down is issued the GUI detects the processes not running but it does not detect when tailscale is running again. The ktailctl application has to be restarted to detect tailscale running again.

• FEATURE: Add a "is tailscale running" check when the application has focus.

• FEATURE: Add a "is tailscale running" check for the systray with a configurable time interval

• Can the systemd command be used
