Problem

As it stands we do not have any documentation for EEST super users to create releases. Furthermore, we do not have any documention on our current release process including the difference between full and pre releases.

The assignee must create documentation for the latter, either directly within docs/navigation.md by creating and pointing to a new RELEASING.md file or by providing a new page entirely called "Releases" wrapping the changelog page within it.
