Add Meta Byzantium EIP #609 from Alex Beregszaszi to the README.
However that document doesn't link to the actual individual EIPs yet because they haven't been merged.
Also moved individual EIPs to Finalized since that seems to be the convention.
The links for these can be updated when they are merged.
This is complementary to PR #669 from @5chdn which merges EIP #649
