SDE: sov upgrade buff data

Description

This is a follow-up for #1496. But #1496 for data received from spacecomponents, while this one is for data from sovhubupgrademodifiers.

I need buffs, their strengths, and typelistid filter (if there is any; I think there is). Any extra data is welcome.

Use Case

A fitting tool. Use-case is fairly similar to the linked issue. Currently, this has to be hardcoded manually as custom effects

Talked over on Discord, worded slightly different:

You would like to see the buffs / strength / typelist filter for the sovereignty upgrades, so you can use them to accurate calculate fittings in systems with these upgrades active.

This is currently not available in the SDE, and it would be nice if those would be there.
