Refactor legacy_ertscript_workflow to no longer require a temporary file #9784

Workflows installed though the plugin: legacy_ertscript_workflow create a temporary file in the background, which is then later read by ert. We should improve this to no longer require the temporary file, and go straight to a Workflow object. Much like we do for forward jobs.
