Review Technology Support Scenarios

For Scrum Team members, please review the above draft and add comments, questions to the document, especially related to Scenario 1 and Scenario 3 (in which LTDS would locally host and support a data repository solution).

For Scenario 1, we have also contacted 2 other institutions that host a local instance of Dataverse. Their responses are noted here.

@bwatson78 - please review, add questions or comments and close this when you're done. I think scenarios 1 and 3 which involve direct LTDS support are of most interest.
