UNSC slowdown does not apply

UNSC Marine armor's slowdown code does not function.
This is likely because of using the incorrect variable for setting slowdown
It can be easily fixed by copying collosus armor's slowdown code, an innie heavy armor set, and replacing the UNSC armor slowdown code with Collosus armor slowdown code, to a much lesser extent (half would be ideal for testing)
