Debian packaging files exist both in the main and deb-packaging branches

What Happened?

Debian packaging files exist two places at the moment: main and deb-packaging branches.

Looking at the source recipes on Launchpad, all recipes seems to be built using the one in the main branch:

• Juno/Hera: https://code.launchpad.net/~elementary-os/+recipe/default-settings-juno
• Odin/Jólnir: https://code.launchpad.net/~elementary-os/+recipe/default-settings-focal
• Circe (previously Horus): https://code.launchpad.net/~elementary-os/+recipe/default-settings-stable
• Daily: https://code.launchpad.net/~elementary-os/+recipe/default-settings-daily

(FYI: The recipe should use nest-part if it's built using the deb-packaging branch, e.g. https://code.launchpad.net/~elementary-os/+recipe/settings-sharing-stable)

Steps to Reproduce

1. See the debian/ folder in the main branch
2. See the debian/ folder in the deb-packaging branch

Expected Behavior

We should unify to either one if there are no reasons.
