Your use case

To search gifs more easily

It would be more intuitive

Adding button next to record voice that would use to search tenor for gifs while also having section for emojies

That one would be for emoji. Would be cool if they could actually merge one button to serve gifs and emoji so it does not clutter space.

Sending gif is supported by a lot of soft keyboards and in this case, Element X is able to send Gif to the room. I do not think that adding another button will help here.

Believe me it would. My whole homeserver are people who would rather have button. Because using keyboard to send gif is not fluid like it would be on discord. Im pretty sure they are not only one thinking like that. I think you would actually satisfy a lot of your users with making something more smooth then to use a keyboard to send gif.
