Add Failure store documentation to Data set quality documentation

Failure store will be available in 8.18/9.0 but sooner in serverless.
Along with the privileges required to access failure store, we need to document the feature and its usefulness.
We can start with a draft during the docs freeze and create the docs post-freeze.
