Add config to specify remote PHP

Sometimes a remote server may have multiple PHP versions available and we've seen cases where the user's preference is not used in a non-interactive SSH connection.

For those edge cases it may be useful to have a new config item that can be used to prefix the selected wp path.

E.g. EIGHTEEN73_SSH_PHP=/usr/bin/php8.3
