This https://github.com/efabless/caravel_user_sram repo has commits which change Makefile to support IPs installed by IPM:

...plus this change to openlane/Makefile:

These should probably be backported to https://github.com/efabless/caravel_user_project, but please first note my suggested improvement/change to how/where IPM registers IPs within the project: efabless/ipm#15
