HTML5 logo doesn't comply with current standards

The HTML5 logo in the repository is one of the oldest, dating back to before the SVG formatting was really set in stone. I think this logo is the last one of its kind left here, so someone should go back and fix it. In particular, the logo will need to be shrunk, and the template should be applied so that it is in a white box.

CSS3 is also in the same boat. They can be addressed together or separately. Anyone is welcome to open a PR for them provided they understand the contributing requirements and can make compliant SVGs.
