Limit data collection to groups, not forges

Right now, data is collected by forge. Can we limit data collection by organization/group?

See for example this file that we use to collect data about French public sector repositories.

With such an input (or other filtering system) would it be possible to limit data collection to certain orgas/groups?

Related idea: enhancements that allow organizations to attest ownership of repos or projects. This question seems to be a subset of the larger idea in the roadmap#19 issue.
