When I run eclipse on a monitor in windows that is not set to "main" monitor, the three dot menus either dont show at all or they show in the wrong place on the same monitor OR on a totally different monitor.

Windows 11 LTSC. You can't see my mouse here, but this is where the menu appears when I click the three dot menu.

do you use any HiDpi settings like font!=100% ? How many monitors do you have, which resolution for each of them and which font scaling setting for each of them?

This might be related to:

In particular if a setup with multiple monitors at different zoom levels are involved.
