update tslint (at least 3.7.0)
"no-angle-bracket-type-assertion": true, (requires >=3.7.0)
"no-inferrable-types": true, once that is fixed: 'no-inferrable-types' and 'typedef' rules conflict palantir/tslint#711
ban: [ true, ?? ]: once that is implemented: Add ability to ban global functions palantir/tslint#327 (globals like alert, eval, ...)
