RateLimiterServiceCollectionExtensions.AddRateLimiter - internally this method adds a singleton (for metrics), and is designed to be called multiple times (see https://learn.microsoft.com/en-us/aspnet/core/performance/rate-limit?view=aspnetcore-8.0#enableratelimiting-and-disableratelimiting-attributes)
