Missing ARM version of rabbitmq:3.12-management-alpine

Hello !

I'm opening an issue because it seems that the rabbitmq:3.12-management-alpine image doesn't have an ARM-compatible version.
no matching manifest for linux/arm64/v8 in the manifest list entries

Is this a temporary problem, or is it intentional for the moment?

Please provide the full command you are running and its output that demonstrates the issue you're seeing.

It seems like a few arches were failing to build after #641 since they don't create a lib64 (so the COPY fails because it doesn't exist. New fix in #655.
