DDM Detox: enable automated cleaning for T2_CH_CERN:caf-phys #92

Hi,
PPD/Physics request to always keep 6 months worth of AOD on disk at T2_CH_CERN, deleting progressively the data starting from the least used.
The proposal is to resurrect the caf-phys space only for this, with a quota of 500 TB (enough for 6 months worth of AOD) and enable automated deletions (with the usual ranking) on T2_CH_CERN:caf-phys
