Set min diff should be settable in config

now min diff (NON_LOCAL_DOWNSTREAM_MIN_DIFFICULTY)  is activated only when proxy is not runned with --local and is not settable. We should be able to set it to any value and activate or deactivate in any mod. Default value must non active in local mode 100_000 in non local mode
