Ensure Organisation-Builder Runs After Organisation-Collection

Description:
Currently, organisation-builder and organisation-collection are running simultaneously. This causes an issue where the builder does not get the latest datasets to generate organisation.csv, leading to outdated data until the next run.

• organisation-builder should only start after organisation-collection has completed successfully.
• The latest dataset from organisation-collection should be used to build organisation.csv.
